Abstract

Despite the resurgence of the strategic approach in the late 1990s and The importance of its concepts as a procedural theory, the impact of this approach on how the urban design process is conducted has not been clearly explored. The research purpose is to identify the criteria and indicators affecting the survey of the strategic urban design process and prioritize the application of these concepts in Iranian urban design projects. For this purpose, First, using the analytical-descriptive method of flows affecting the strategic approach, the basic concepts of this approach and how it is used in the urban design process in the form of an evaluation framework have been refined. evaluation framework provides the basis for analyzing selected projects and prioritizing concepts in SPSS 26 software using Friedman test by formulating criteria and indicators affecting process. Findings show that the criteria of public participation and power relations are the least important, This has led to a decrease in the score of the mentioned criteria due to the sharing of some indicators with the criteria of contextualism, flexibility, problem-orientation and multi-level intervention. Accordingly, despite the presence of the concept of public participation in these projects, due to the lack of social learning process and lack of attention to power relations, The explanatory indicators of these two concepts face major challenges for application and limit the urban design process to the scientific and technocratic aspects of space only, and the social and democratic aspects of space are considered.
